Context of Washington, March 26, 1862. : Sir: A personal friend, who, in my opinion, has few superiors as a constructive engineer, has invented an armor for war vessels, floating batteries, and seacoast fortifications, which so completely fulfils [sic] every necessary condition of such defence as apparently to leave nothing more to be desired. ... This is a broad claim, but an examination of the subject will, it is believed, establish the great superiority of the proposed armor, and show that it possesses these advantages. ..
