Note
  • "Resolved, that we learn from the public prints, with regret, that Senator Trumbull assailed on yesterday the loyalty of the Hon. Charles H. Porter, in the Senate of the United States, by reading the 'charges and specifications' of disloyal language upon which he was tried by a military commission in 1864. ... Resolved, that the gratitude of the Republican Party of Virginia is due and hereby extended to Hon. R.S. Ayer, Republican member of Congress from the First Congressional District, who has been, and is now, co-operating with Mr. Porter, at Washington, for the application of the 'test-oath' to the legislature, in order that loyalty may be preserved, and a valid ratification of the Fifteenth Amendment secured."
  • Charles H. Porter and Richard S. Ayer, representatives from Virginia, began their Congressional terms in Jan. 1870. The Fifteenth Amendment was ratified on March 30, 1870
