  • Signed: Th: Jefferson. February 25, 1808
  • Followed by a letter to Jefferson from Secretary of War Henry Dearborn, dated Feb. 24, 1808, advising "an augmentation of our regular troops, as soon as practicable, and also the engaging and organizing of twenty-four thousand volunteers."
