Note
  • "Southern claims. The damage to the national credit in case of Democratic success.--Mr. Tilden and a Democratic Congress would pay rebel losses sustained during the Rebellion.--Bills already introduced for this purpose by Democratic congressmen. ... The danger to our credit and to still further embarrassment of our finances ... should prompt us to watch carefully the policy and purposes of the controlling majority of that party. ... the attention of the loyal people of the country should be called to the bills already introduced by them into Congress. ... Such legislation would be a practical acknowledgement that the United States was wrong in maintaining its authority by force of arms and that the Southern States were right in their rebellion. ... The following are a few samples of bills ... now pending."
